A speaker produces sound by moving a diaphragm back and forth, which pushes and pulls air. Normally that air movement is the point. When something is sitting in the cavity, the same air movement acts on it — each outward stroke compresses air behind the obstruction and nudges it toward the opening. Repeat that a few hundred times per second and the cumulative effect moves it out.
Pumping depends on how far the diaphragm travels, not how fast it vibrates. Travel is greatest at low frequencies and falls away sharply as frequency rises. Around 120–400 Hz a typical phone driver produces enough displacement to do useful work. Above roughly 500 Hz there is sound but almost no travel, and therefore no pumping.
For liquid there is an extra step. Water in a grille is not a loose droplet — it is a film held together by surface tension and clinging to the mesh. The first job of the cycle is breaking that film into separate droplets. Once it is discontinuous, the pumping action and gravity can carry the pieces out. This is why the biggest audible improvement usually happens in the first few seconds.
