A speaker produces sound by moving a diaphragm back and forth. At low frequencies that diaphragm travels its greatest distance, and each stroke pumps air against whatever is sitting in the cavity. Around 120–400 Hz is the useful window for most phone speakers. Apple uses the same principle in the Apple Watch water-eject feature.
It cannot repair hardware. A torn diaphragm, a corroded contact, a failed amplifier or a disconnected cable will not respond to any tone at any volume. It also cannot diagnose your specific device remotely — the guides describe symptom patterns, but a technician with the device in hand will always know more.

No. The frequencies used sit inside the range your speaker already reproduces whenever you play music, and the tool runs at moderate volume rather than maximum. The one genuine caution is earbuds: never run ejection tones into in-ear devices while you are wearing them.
