These two goals get conflated constantly, and they have completely different answers. One is usually achievable; the other is not achievable at all.

If your speaker used to be louder, something is restricting it now. That restriction is almost always physical — liquid adding mass to the diaphragm, or debris reducing the effective aperture. Both are removable, and removing them restores full factory output.
This is the achievable goal, and it is often a substantial gain. A damped speaker can be operating well below its capability without anything being broken.
Not achievable in any meaningful way. Maximum output is set by diaphragm area, excursion range, amplifier power and enclosure volume — all fixed in hardware. Software cannot change any of them. Anything claiming to increase a speaker's maximum output is either applying gain that produces distortion rather than volume, or doing nothing.
The character of the sound answers it. If audio is muffled and dull as well as quiet, you have lost volume to a restriction and recovery is available. If it is clean and clear but simply not very loud, the speaker is working correctly and you are at the hardware ceiling.
If you are genuinely at the hardware limit, the remaining options are about direction and coupling rather than output: cup a hand behind the grille, place the phone on a hard surface with the speaker facing outward, or use an external speaker. These redirect and reinforce sound that is already being produced.
Clear first, then judge. Evaluating a speaker's maximum output while it is obstructed tells you nothing useful about the hardware, and it is how people conclude a perfectly good speaker has failed.
