The green 3.5 mm socket is line-out on most motherboards. Blue is line-in and pink is microphone — plugging speakers into blue produces silence and is a genuinely common mistake. If your PC has both motherboard and graphics card outputs, note that HDMI or DisplayPort on the GPU carries audio and will often be selected as the default device automatically.
Front-panel audio jacks connect to the motherboard by an internal cable that can be loose, mis-seated, or configured wrongly in BIOS as AC97 rather than HD Audio. If the rear socket works and the front does not, that is the cause — not the speakers.
Desktop speakers are separate devices with their own power supply and volume control. Check the physical volume knob, the power LED, and the wall adapter. Test the speakers on a phone to establish whether they work at all before troubleshooting the PC — this isolates the problem in thirty seconds.
Settings → System → Sound → Output. Desktops frequently list several devices: motherboard audio, GPU HDMI outputs for each connected display, USB headsets, and virtual devices installed by conferencing or streaming software. The wrong one being default is the most common software cause.

No. The frequencies used sit inside the range your speaker already reproduces whenever you play music, and the tool runs at moderate volume rather than maximum. The one genuine caution is earbuds: never run ejection tones into in-ear devices while you are wearing them.
